TSA Implements New Fee for Travelers Without REAL ID
The Transportation Security Administration (TSA) announced Monday that air travelers within the United States without a REAL ID will incur a $45 fee starting in February.
Background and Implementation
The REAL ID has been a required form of identification for domestic air travel since May. However, passengers lacking this ID have previously been permitted to pass through security following additional screening procedures and receiving a warning.
The Department of Homeland Security (DHS) reports that 94% of passengers currently possess a compliant ID. The newly introduced fee is intended to encourage the remaining travelers to obtain the necessary identification.
About REAL ID
REAL ID is a state-issued driver's license or identification card that complies with federal standards. These enhanced requirements were mandated in response to the terrorist attacks of September 11, 2001. The ID is typically distinguished by a white star within a yellow circle in most states.
Obtaining a REAL ID generally requires submitting more documentation to a motor vehicle agency than is necessary for a standard identification card. The initial rollout of the REAL ID program was scheduled for 2008 but has experienced multiple delays.
Fee Details and Alternative Verification
Effective February 1, individuals aged 18 and older flying domestically without a REAL ID, and who do not possess another accepted form of identification such as a passport, will be subject to a non-refundable $45 fee. This fee covers identity verification through the TSA's alternative "Confirm.ID" system.
TSA officials have stated that payment of this fee does not guarantee identity verification, and travelers whose identities cannot be confirmed may be denied boarding. If approved, the verification remains valid for a 10-day travel period.
The fee can be paid online prior to arriving at the airport. Payment is also an option at the airport before entering the security checkpoint, though officials advise that this process may take up to 30 minutes.
Changes to Proposed Fee
The TSA initially proposed an $18 charge for passengers without a REAL ID. However, the fee was increased to $45, citing higher-than-anticipated costs for the alternative identification program.
Other Accepted Forms of Identification
In addition to REAL ID compliant documents, other forms of identification accepted by the TSA include:
- Military IDs
- Permanent resident cards
- Photo IDs issued by federally recognized tribal nations
- Digital IDs available through platforms such as Apple Wallet, Google Wallet, and Samsung Wallet, which are accepted at over 250 U.S. airports.
