Diplomatic Engagements
Ukrainian President Volodymyr Zelensky provided a positive assessment following a conversation with US envoys regarding potential approaches to conclude the Russia-Ukraine conflict. On Thursday, Zelensky stated that an approximately hour-long call with Steve Witkoff and Jared Kushner resulted in "new ideas in terms of formats, meetings, and... timing on how to bring a real peace closer."
This discussion occurred a day after Zelensky detailed an updated 20-point peace plan, which had been agreed upon by US and Ukrainian representatives in Florida. Zelensky also requested Witkoff and Kushner convey Christmas greetings to former US President Donald Trump and his family. The Kremlin indicated it was reviewing proposals returned from the US by a Russian envoy.
Context of Peace Efforts
Former US President Donald Trump and his envoys have engaged in discussions with representatives from both Ukraine and Russia, aiming to facilitate an end to the conflict initiated by Russia's invasion of Ukraine in February 2022. Recent days have shown reported progress, with the Ukrainian president commending proposals presented by Witkoff and Jared Kushner.
Zelensky characterized the day as "active" for Ukrainian diplomacy, detailing further discussions with the US envoys. He acknowledged "work to be done on sensitive issues" but also stated, "together with the American team, we understand how to put all of this in place." Ukrainian negotiator Rustem Umerov is scheduled to hold further discussions with the two envoys.
Updated Peace Plan Details
The 20-point peace plan endorsed by the US and Ukraine is considered an updated version of a prior plan developed by Witkoff and Russian negotiators. The previous plan had been characterized by some as prioritizing Russian demands.
On Wednesday, Zelensky described the updated proposal, indicating it could involve:
- The potential withdrawal of Ukrainian troops from eastern regions.
- The establishment of a demilitarized zone in their place.
- Security guarantees from the US, NATO, and European nations, outlining a coordinated military response in the event of another Russian invasion of Ukraine.
Regarding Ukraine's eastern Donbas region, Zelensky mentioned a "free economic zone" as a potential consideration. He emphasized that any areas from which Ukrainian troops withdraw would require Ukrainian policing.
