Victoria Cross Recipient Calls for National PTSD Centre for Veterans

Keith Payne, Australia's last living Vietnam War Victoria Cross recipient, has called for a Commonwealth-supported rehabilitation center for veterans with post-traumatic stress disorder (PTSD). Payne, aged 92, proposed a bush retreat near water in north Queensland, citing Kinchant Dam west of Mackay as a potential location.

"We need long-term support for our veterans—not just short-term fixes."

Political Promises and Stalled Progress

Payne reported that before the 2022 federal election, he secured commitments from the Coalition for the project. However, after a Labor victory, the plan stalled. He stated that he spoke with Prime Minister Anthony Albanese during King Charles's coronation, and the prime minister said he would visit him.

The prime minister's office issued a statement saying the federal government had improved access to healthcare and crisis support for veterans, and reduced claims processing times at the Department of Veterans Affairs.

Local Initiative Gains Ground

In Mackay, the local RSL sub-branch purchased the Illawong recreation facility to establish a wellness center for veterans and first responders. Sub-branch president Ken Higgins said the facility, which includes a pool and volleyball courts, aims to attract younger veterans.

"Younger veterans need spaces where they can connect through shared experience," Higgins said.

Queensland's Veteran Health Challenge

The Queensland government is developing its first strategy for veterans and their families. According to the government, Queensland has over 163,000 serving or former Australian Defence Force members—the largest veteran population in Australia.

Defence Force figures indicate:

  • 17.7% of ex-serving members live with some form of PTSD
  • 8% of current serving members
  • 5.7% of the general public

Expert Support for Dedicated Spaces

Dr. Kerry Summerscales, a Mackay-based veterans' health specialist, said a dedicated space for veterans can be beneficial, as veterans often form a rapport through banter. She noted that funding issues have affected similar hubs in other cities, but the model is medically sound.

A Legacy of Care

Payne expressed pride in the Keith Payne Unit, a specialist PTSD mental health support unit at Greenslopes Private Hospital in Brisbane, but emphasized the need for long-term support for veterans.

"The Keith Payne Unit is a start, but we must do more to ensure no veteran is left behind."
