NDIS Providers Hit with Banning Orders After Checkered Past
Lakes Entrance, VIC – The NDIS Quality and Safeguards Commission has issued banning orders against the operators of Mosaic Elite Health, following revelations of serious criminal histories and a police shooting.
Mistee Royal is banned from providing NDIS services for four years, while West Goehner is banned for five years and is also prohibited from managing the business.
The orders, issued on March 31, 2025, target Mistee Royal and West Goehner, the couple behind the now-renamed Mosaic Elite Health Community Hub.
Criminal Backgrounds
West Goehner’s past includes a 2007 police shooting. He approached officers with a knife, resulting in being shot. He has since undergone multiple psychiatric hospitalizations.
Mistee Royal was convicted in 2017 for leading a drug trafficking syndicate. In 2022, she was also convicted for assaulting police while under the influence.
New Restrictions
Under the NDIS Commission’s orders:
- Mistee Royal: Cannot provide NDIS supports or services for four years. She retains ownership and the CEO title but is barred from any operational role involving NDIS participants.
- West Goehner: Cannot provide NDIS services for five years and is also banned from managing the business in any capacity.
The business has been renamed from Mosaic Elite Health to Mosaic Elite Health Community Hub. Oversight of day-to-day operations has been transferred to an employee.
Couple’s Response
The pair deny any wrongdoing. They attribute the investigation and subsequent bans to a disgruntled former client, claiming the allegations are unfounded.
Despite the bans, the business continues to operate under the new name and management structure.
