The OPP Appeals Five-Year Sentence for Deadly Strathmerton Crash

The Office of Public Prosecutions (OPP) has appealed the five-year prison sentence handed to Christopher Dillon Joannidis, the driver responsible for a crash that killed five people in Victoria.

The appeal was heard in the Victorian Court of Appeal in March 2025.

The Crash

On April 21, 2023, Joannidis, 32, ignored multiple road signs and drove through the intersection of Murray Valley Highway and Laubuan Road in Strathmerton. His vehicle struck a ute, which was then hit by a milk tanker.

The crash killed Debbie Markey, 62, and four overseas workers from Hong Kong and Taiwan: Pin-Yu Wang, Hsin-Yu Chen, Wai-Yan Lam, and Zih-Yao Chen.

The Original Sentence

In 2023, Joannidis was sentenced to a minimum of three years and a maximum of five years for dangerous driving causing death.

The OPP appealed on the ground of "manifest inadequacy," arguing the sentence failed to reflect the seriousness of the offending and the devastating loss of five lives.

The OPP noted that Joannidis had been warned by police about the risks at that intersection shortly before the crash.

Dangerous Intersection

The intersection had seven warning mechanisms, including three sets of rumble strips, yet Joannidis drove through without stopping.

Joannidis's defence argued the sentencing judge carefully considered all factors, including his early guilty plea and remorse.
