India and the United States Advance Strategic Partnership with Defence and Trade Agreements

India and the United States have advanced their strategic partnership with the signing of a 10-year defence cooperation agreement and the announcement of a trade agreement. The defence pact aims to enhance collaboration and information sharing, while the trade agreement reportedly includes tariff reductions by the US and commitments from India regarding purchases of American goods and energy sourcing.

These developments occur amidst ongoing high-level discussions between the two nations and past points of contention, including India's reliance on Russian oil and previous US tariffs.

Defence Cooperation Framework

A 10-year framework agreement for defence cooperation was signed following a meeting in Kuala Lumpur between US Defence Secretary Pete Hegseth and his Indian counterpart, Rajnath Singh. This agreement provides policy direction for the defence relationship, with stated goals to enhance coordination, information sharing, and technology cooperation.

US Defence Secretary Hegseth indicated the agreement would advance "regional stability and deterrence."

Indian Defence Minister Singh characterized the pact as a "signal of our growing strategic convergence," stating it would "herald a new decade of partnership" and that defence would remain a significant pillar of bilateral relations, "critical for ensuring a free, open and rules-based Indo-Pacific region."

According to Pramit Pal Chaudhuri of the Eurasia Group, the agreement, which was initially anticipated earlier in the year, was reportedly delayed due to India's dissatisfaction following statements by former US President Trump concerning his role in ending a conflict with Pakistan. This pact is presented as the latest in a series of agreements designed to improve interoperability between the two militaries, facilitate India's access to technology, and foster collaboration between their defence sectors.

Trade Agreement and Tariffs

Separately, former US President Donald Trump announced a trade agreement with India. Under this agreement, the US is reported to reduce reciprocal tariffs on Indian imports from 25% to 18%, effective immediately. Indian Prime Minister Narendra Modi expressed satisfaction with the tariff reduction on social media, thanking the US president and stating:

"President Trump's leadership is vital for global peace, stability, and prosperity. India fully supports his efforts for peace. I look forward to working closely with him to take our partnership to unprecedented heights."

According to the announcement by the Trump administration, Prime Minister Modi also committed to purchasing over $US500 billion ($718 billion) worth of American energy, technology, agricultural, and other products.

Energy Sourcing and Russian Oil

A significant component of the trade agreement, as announced by the Trump administration, is India's reported commitment to stopping purchases of Russian oil and increasing energy imports from the United States, with a potential for imports from Venezuela. Prime Minister Modi's social media statement regarding the trade agreement did not include a mention of Russian oil.

India's reliance on Russian oil had been a point of contention between the two nations. The Trump administration had previously increased tariffs on Indian imports, with one source stating a rise to 50% in August of the previous year, in response to India's continued purchases of Russian oil, which was identified as a key funding source for Russia's war efforts. Another source noted that some existing US tariffs on India were linked to India's purchases of Russian oil and arms.

While Russia remains a major arms supplier to India, its share of Indian defence imports has been decreasing as India seeks to diversify its defence portfolio and increase domestic production capabilities. In recent months, India has indicated openness to increasing energy and defence purchases from the United States. A shift in India's energy sourcing, if confirmed and implemented, would mark a significant change amidst Western efforts to influence Moscow's revenue streams.

Broader Context of India-US Relations

The signing of the defence agreement and the announcement of the trade deal occur as India and the US continue high-level trade discussions, with an aim to finalize a broader deal. Defence ties have been a significant topic between the two nations, including during Indian Prime Minister Narendra Modi's visit to the US in February of this year, where defence equipment sales were discussed. During that visit, former President Trump stated the US intended to increase such sales to India by billions of dollars, potentially including F-35 stealth warplanes.
