U.S. Delegation Attends Russian Economic Forum Amidst Strained Bilateral Relations

Rodney Mims Cook Jr. , chair of the U.S. Commission of Fine Arts appointed by President Donald Trump, attended the St. Petersburg International Economic Forum (SPIEF) in Russia. The Kremlin described him as the leader of the first official U.S. delegation to the event in years, though Secretary of State Marco Rubio stated he was unaware of such a delegation.

A Cultural Dialogue

Cook participated in a panel discussion titled "Russia–US: A Cultural Dialogue" alongside actor Steven Seagal and Russia's Minister of Culture Olga Lyubimova.

During the panel, Cook showed photos of his home in Atlanta, which he described as inspired by Russian wooden architecture. He also showed design plans for White House renovation projects, including a proposed "triumphal arch" in Washington, D.C., which fall under his commission's purview.

Other American Attendees

Conservative podcaster Candace Owens, a first-time visitor to Russia, participated in a panel on family values and questioned U.S. support for Ukraine.

Actor Steven Seagal, who holds a Russian passport, stated that establishing ties between Russia and the U.S. is his "dream."

Context of the Forum

The forum, once a venue for Western engagement, has seen declining Western participation since Russia's annexation of Crimea in 2014 and its full-scale invasion of Ukraine in 2022.

  • Saudi Arabia was the guest of honor
  • Chinese Vice President Han Zheng attended with a large delegation
  • Ukraine was not represented
  • Drone strikes on St. Petersburg occurred hours before the event began

Business Perspectives

Robert Agee, President and CEO of the American Chamber of Commerce in Russia, stated that the level of misunderstanding and mistrust between the U.S. and Russia is at an all-time high. However, he sees opportunities for trillions of dollars in projects pending improved relations.

Agee also announced a U.S.-Russia ice hockey match scheduled for July 1 in Moscow.

Official Stance

Kremlin spokesperson Dmitry Peskov stated there are no plans for a meeting between Putin and the American attendees.
