President Donald J. Trump has announced the formation of several international bodies tasked with overseeing the reconstruction and transitional administration of Gaza. This initiative is part of a comprehensive plan to address the Gaza conflict, which has been endorsed by the United Nations Security Council. The framework includes a Board of Peace, a National Committee for the Administration of Gaza (NCAG), and an International Stabilization Force (ISF), aiming to establish peace, stability, and prosperity in the region following a recent ceasefire.
Comprehensive Plan and Endorsement
The new bodies are components of President Trump’s Comprehensive Plan to End the Gaza Conflict, which outlines 20 points for establishing peace, stability, reconstruction, and prosperity in the region. The plan, revealed late last year, facilitated a ceasefire in Gaza and received endorsement through United Nations Security Council Resolution 2803 (2025).
The Board of Peace
The Board of Peace is tasked with overseeing the implementation of all 20 points of the plan, mobilizing international resources, and ensuring accountability during Gaza's transition. President Donald J. Trump serves as the chairman of this board.
An initial Executive Board has been established, with members appointed based on their experience in diplomacy, development, infrastructure, and economic strategy. The appointed members include:

- Robert Gabriel
Each Executive Board member will manage a portfolio crucial for Gaza’s stabilization and long-term success, including governance capacity-building, regional relations, reconstruction, investment attraction, funding, and capital mobilization. Aryeh Lightstone and Josh Gruenbaum have been appointed as senior advisors to the Board of Peace, responsible for daily strategy and operations.
H.E. Nickolay Mladenov, an Executive Board member, will serve as the High Representative for Gaza. In this capacity, he will act as a liaison between the Board of Peace and the NCAG, supporting oversight of Gaza’s governance, reconstruction, and development, and ensuring coordination across civilian and security sectors.
National Committee for the Administration of Gaza (NCAG)
The National Committee for the Administration of Gaza (NCAG) has been formed as a component of Phase Two of the plan. Dr. Ali Sha’ath, identified as a former Palestinian Authority official and Gaza native with experience in public administration, economic development, and international engagement, has been appointed to lead the NCAG. His responsibilities include overseeing the restoration of public services, rebuilding civil institutions, stabilizing daily life in Gaza, and establishing a framework for long-term governance.
International Stabilization Force (ISF)
To establish security and maintain a stable environment, Major General Jasper Jeffers has been appointed Commander of the International Stabilization Force (ISF). The ISF is mandated to lead security operations, support demilitarization, and facilitate the delivery of humanitarian aid and reconstruction materials.
Gaza Executive Board
A separate Gaza Executive Board is also being established to support effective governance and service delivery within Gaza. Its appointed members include:

International Support and Regional Context
The United States has stated its commitment to supporting this transitional framework, in partnership with Israel, Arab nations, and the international community. All parties are called upon to cooperate with the NCAG, the Board of Peace, and the International Stabilization Force.
Since the ceasefire, Israel has reportedly demolished thousands of structures, including homes and greenhouses, in parts of Gaza it continues to control. Hamas has not publicly committed to full disarmament, which remains an Israeli demand and a point of contention for a long-term settlement.
