Premier Requests Investigation into Top Surgical Appointment
Queensland Premier David Crisafulli has requested an investigation into the appointment of Dr. Michael Byrom as the inaugural surgical medical lead for Clinical Excellence Queensland.
Initial Appointment and Role
Dr. Helen Brown, deputy director general of Clinical Excellence Queensland, announced Dr. Byrom's appointment. In this significant role, Dr. Byrom is tasked with leading the establishment of the Surgical Quality Assurance Committee. This committee's objective is to identify and address systemic issues contributing to preventable surgical morbidity and mortality.
Past Restrictions and Investigation
In 2020, the Medical Council of New South Wales (NSW) imposed conditions on Dr. Byrom's medical registration. These conditions specifically restricted him to performing only simple procedures and prevented him from supervising medical students. He was also required to undergo supervision and retraining in critical areas, including technical skills, clinical judgment, decision-making, and communication.
These conditions stemmed from a four-year investigation into clinical incidents at Royal Prince Alfred Hospital in Sydney. The investigation commenced after complaints from former colleagues who were concerned about post-surgical deaths. At the time, Dr. Byrom denied the allegations, attributing them to former business partners motivated by malice. He asserted that his surgical results were consistent with his peers, and the Medical Council reportedly found no evidence of risk to patient safety during its assessment.
Conditions Met and Current Status
All conditions previously imposed by the NSW Medical Council have since been met. Consequently, no restrictions currently remain on Dr. Byrom's medical practice.
Queensland Health's Stance
A Queensland Health spokesperson stated that Dr. Byrom was appointed following a "rigorous recruitment process." This process, according to the spokesperson, included "extensive background checks and full transparency."
"Queensland Health welcomed his appointment, citing his knowledge and experience in cardiothoracic surgery, surgical quality improvement, and clinical governance."
Premier's Concern and Expert Commentary
Premier Crisafulli described the appointment as "concerning" and confirmed he has asked the relevant minister to investigate the matter.
Dr. Marie Bismark, a public health physician and health lawyer, commented that medical boards typically impose conditions only when there are risks to the public that cannot be managed otherwise. She suggested that "the public would reasonably expect an explanation regarding changes since the conditions were imposed and the rationale behind the appointment to ensure the practitioner's current safety."
